Supporting Katzie’s Responsibilities to Territory Through Referrals, Consultation & Guardianship

Katzie’s Territorial Guardianship & Referrals Department (TGRD) supports Katzie in carrying responsibilities to lands, waters, ancestors, community, and future generations, and in participating in referrals, consultation, engagement, and Guardian activities that may affect Katzie Territory, rights, interests, or responsibilities.

The TGRD coordinates referrals, consultation, engagement, Guardian monitoring, and related activities associated with projects, decisions, and activities that may affect Katzie Territory, rights, interests, community, cultural heritage, or responsibilities.

The TGRD coordinates the review, screening, tracking, and management of referral requests and consultation processes through Trailmark, Katzie’s referrals management system. The Department also administers Katzie’s Referrals, Consultation & Engagement Policy and coordinates Guardian participation and monitoring activities.

Referrals, Consultation & Engagement Policy
Katzie First Nation has implemented a Referrals, Consultation & Engagement Policy that establishes the framework through which Katzie participates in referrals, consultation, and engagement processes related to activities that may affect Katzie Territory, community, rights, interests, or responsibilities. The Policy includes:

  • Katzie’s consultation and engagement objectives, guiding principles and expectations;
  • Role and responsibilities for consultation and engagement;
  • Consultation and engagement procedures; and
  • Guiding materials including related policies.

Katzie requires a minimum of 10 business days to complete referral screening and provide an initial response once a completed referral has been submitted through the Trailmark Referrals Management System. Screening timelines do not commence until a referral has been properly submitted.

Trailmark Referrals Management System
Katzie uses the Trailmark Referrals Management System to receive, screen, track, and manage referral requests and consultation activities. Trailmark is Katzie’s official intake and tracking system for referrals and consultation matters. All new referral requests and updates to existing referral files must be submitted through Trailmark.

Using Trailmark
Trailmark serves as Katzie’s official record for referral information, supporting documents, and activity/project updates. Proponents should use Trailmark throughout the life of a referral file to maintain records and provide updated information.

Use Trailmark to:

  • Request a user account;
  • Submit a new Referral Intake Form;
  • Upload activity/project descriptions, plans, maps, and supporting documents;
  • Upload environmental, archaeological, engineering, and technical studies;
  • Submit revised plans, drawings, schedules, and permit information;
  • Respond to requests for more information;
  • Notify Katzie of changes to activity/project scope, location, timing, methods, or authorizations;
  • Upload monitoring reports and follow-up information; and
  • Maintain an accurate referral record.

Use referrals@katzie.ca for:

  • Consultation questions;
  • Meeting requests and coordination;
  • Capacity funding discussions;
  • Draft agreement discussions;
  • Accommodation discussions;
  • Relationship Agreements; and
  • General consultation and engagement correspondence.

Simple Rule
If it is project information, upload it to Trailmark.

If it is a conversation about consultation, engagement, coordination, or relationship-building, use email or schedule a meeting.

Katzie Guardian Monitoring Requests

Katzie Guardians support Katzie in carrying responsibilities to lands, waters, Ancestors, community, and future generations. During the consultation and engagement process, Katzie may require Guardian participation during physical works, including ground disturbance activities, to support monitoring, information gathering, and the identification and management of potential impacts.

A Guardian Agreement must be executed before Guardian services can be scheduled. Once an agreement is in place, a Guardian Request Form must be submitted for each monitoring request. Please contact guardian@katzie.ca regarding Guardian Agreements and Guardian Request Forms.

Guardian Requests may only be submitted after consultation and engagement requirements have been completed and Guardian participation requirements have been identified by Katzie, unless Katzie advises otherwise. A valid Katzie referral file must already exist in Trailmark.

Katzie requests a minimum of two weeks’ notice for Guardian services. Additional notice may be required depending on project complexity, the number of Guardians required, the duration of work, seasonal demands, and Guardian availability. Where advance notice cannot be provided due to emergency circumstances, Katzie will make reasonable efforts to accommodate requests.
